The central government has officially announced the rollout of new nationwide rules starting from October 21, 2025, aimed at improving transparency and accuracy in the ration card and gas subsidy systems. These measures are designed to curb fake ration cards, ensure genuine beneficiaries receive their entitled food grains and subsidies, and bring a more efficient and technology-driven approach to the distribution system.

Purpose and Introduction of the New Rules

From October 21, the government will enforce a set of digital and administrative reforms across India. The initiative seeks to make food and gas subsidy benefits easier to access for eligible citizens while ensuring that fraudulent or duplicate beneficiaries are identified and removed.

By introducing Aadhaar linking, biometric verification, and e-KYC, the government aims to ensure that every deserving family gets timely support. This step aligns with the “One Family – One Card” policy, which focuses on eliminating multiple ration cards per household.

In addition, to receive LPG gas subsidies, citizens must have their Aadhaar card and bank account linked with their gas connection.

Four Key Rules under the New System

  1. One Family – One Ration Card Policy
Each household will now have only one valid ration card. This will prevent misuse and eliminate duplicate entries.
  2. Aadhaar and e-KYC Mandatory
Every ration card must be linked to Aadhaar and a verified mobile number to enable digital authentication during ration distribution.
  3. Bank Account Linking
Gas subsidies and direct cash benefits of ₹1000 per month will be transferred directly into the verified bank accounts of eligible families.
  4. Digital Monitoring and Fraud Prevention
The system will be monitored using OTP-based verification and biometric authentication to prevent any irregularities or duplication.

Benefits of the New Rules for Ration Card Holders

  • Introduction of digital ration cards with QR codes
  • ₹1000 monthly benefit through direct bank transfer
  • Increased ration quantity in many states (up to 25 kg wheat and 25 kg rice per family)
  • Biometric verification for transparent distribution
  • OTP confirmation during ration collection
  • Elimination of fake and duplicate cards
  • Gas subsidies transferred only to linked accounts
  • Easy online e-KYC process via mobile

Who Will Benefit

These rules will cover all Indian states and union territories, benefitting BPL families, Antyodaya households, and Ujjwala Yojana beneficiaries. Families holding multiple cards will need to merge them into a single valid ration card.

Documents and Process Required

Applicants must complete Aadhaar linking with their ration card, update their mobile number for OTP-based verification, and ensure their bank account name matches the LPG connection holder’s name. Submission of false documents can lead to cancellation of the ration card.

Government’s Statement

According to the Ministry of Consumer Affairs, these measures are intended to improve fairness and efficiency in welfare distribution. State governments have been directed to complete system updates and citizen verification before the end of the year.

Preparation and Deadline

All ration cardholders are required to update their details by December 31, 2025. Cards that remain unverified after this date may be temporarily deactivated until compliance is ensured.
